I blew up your pic a bit, and I can see a faint line on the RHS of the leg of the T, on the H and the II's. It could be very light doubling, and it's not uncommon for them to be associated with the effect you are seeing on the rim. Although, you would probably also see a little action on the monarch's hairline as well, which looks quite crisp, but I haven't really looked for them in $1 coins.
