The fat mint mark is what caught my attention at first. Then I noticed the "S". Is the RPM? DDO?

It's a P not an S but there can't be any RPM's after 1989.Looks pretty normal to me.

The die is pretty worn and the devices are starting to get thicker. I noticed the same thing about the 97s and I was setting them aside for study. In the end, the washed out appearance is normal for that die state (LDS or so). Some Jeff's are probably also victims of some grease as well (e.g. 2000 P).

The good thing, you spotted something odd. The unfortunate thing is that it's not a condition worth more than a nickel.
