Specimen Coins With The "Linen" Background

I've been trying to add the "specimen" pennies to my Canadian penny collection. I'm a bit confused by ebay advertising of "specimen" coins and sets. I've bought "specimen" sets that appear to be just "uncirculated" and not the linen background specimens I was expecting to get. The mint packaging clearly says "uncirculated specimens", so it's not false advertising. I think maybe there's a difference in the use of the word "specimen" in uncirculated and specimen sets.

Can anyone help me understand this?

perhaps the phrase uncirculated specimens could mean uncirculated examples and not specimen strikes at all.

Make that 1996, the year before the inclusion of the toonie.
"Dipping" is not considered cleaning...

Thanks for the information. I couldn't differentiate from ebay ads because they all tend to be designated "specimen", and I suppose that they are all "uncirculated" also. I've even seen a lot of proofs designated "uncirculated." You've been a big help.
