Does anyone have any information on this? Is it a polished proof die used on a CuNi D half? This is a most confusing coin

Thanks I have read that before but this time it made more sense... Its annoying how much that die resembles the official proof die of that year.. I winder why the ike group,when speaking of the FEV Ike never pointed out the mint didnt produce a CuNi proof until 1975.. Ahhhh no biggie but I am all over it now...hounddog engage
