To me, it looks like something was dropped on it after the mint. I can see 1 0 through the lump but not the other (metal on top). Maybe someone with more experience will come along!.

Could be gas bubbles or steel core rusting beneath compromised plating. If it's the less common zinc core (check with a magnet) it could be zinc rot.
"Dipping" is not considered cleaning...

Already press and it seems solid and not gas bubbles.

is there a collector for this kind?

I'll have to go with zinc rot, too. I have a couple of these kicking around, and one has the "bump" worn/torn away, and it's plain to see the rot below.
