When I read the title, I thought of Mex. The bird is more vulture looking.

Well, I was reminded of the 1783 Chalmers coinage of Maryland, except of course, there should be two birds, beneath the snake.

The coat of arms might also be identifiable: a pale (perhaps a pale ermine) between six mullets of six points.
Also, this is not a coin struck from two distinct dies. The images are exactly identical, perhaps electrotypes or molds from the same side of a single coin.

The coat of arms reminds me of the old Principality of Neuchatel arms, with the central stripe bearing chevrons. The only other link is that from 1708 to 1848 (with a gap in the Napoleonic period), Neuchatel was owned by Prussia, which as noted above may be what PRV is referring to.

I am browsing my Siebmacher books.
The only arms that comes near is this of the city of Gouda.

I found de nobel family of Prussia. They have a dove in their arms.
On the jeton is the tekst "PRV" what I think stand for Prussia.
So the snake can be of a nobelman of Cologne (COLO on the jeton)
I will keep on searching...
