Sorry, just a damaged coin and not an error. It is almost impossible to strike a dime design onto a cent planchet because the planchet will not fit in a dime collar. The only exception to this rule would be a Mint worker "manufacturing" an error and that would involve physically disengaging the collar from the striking process. You can strike a smaller diameter design on a larger diameter planchet but not the other way around. A dime was hammered onto the reverse of the cent which flattened the obverse side.
