How could one tell if this 1935 D Wheat penny was clipped at the mint or during circulation?

Hard to say for sure with the coin wear. But it looks like it might be an incomplete planchet. (Straight clip)

Note on how the rim is thinner 180 degrees from the incomplete planchet:
1935-D-Wheat-Penny-Clipped-Planchet
The weakness in this area is caused from the lack of roundness to form the planchet edge during the setup process. Thus the weakness of the rim because the planchet edge is not tall enough.
