Interesting coin. Was this planchet with this metal combination used on any foreign coins?

Here is the link.

Scrap steel sheets chrome plated before the planchets were cut resulted in many possibilities. I have a coin struck on a blank with over 90% iron. Worth 1.67 million.

Here's a listing that's eerily similar.
Both are ultra rare, one of a kind.
They're both priced at a million, give or take a buck.
Each certified by CCCS.
Both essentially say "so you just had to have a look"
Neither expect close to their asking price.
Both state their coin is undergraded.
Both state their desire to be featured in Mr Regitko's CCN column.
I'm really scratching my head over this one.
