the pictures of the obverse and reverse almost have me thinking " Dryer Coin", but with the edge looking right, I don't know

This is a quite common condition for 2001 dimes, especially the volunteer ones. Don't know what the cause is, but I don't believe the lines were in the die as they seem so inconsistent.
"Dipping" is not considered cleaning...

Correct, this is common on nickels and quarters as well for 2001-2002. I believe it's due the new metal plating system, probably was still working out the kinks.

Many of the coins in 2001 came out with "trails" around the beads, in fact, it's very hard to find one without this flaw. I usually look for coins with errors on them, but for this year I actually tried to look for one without the trails on the beads, the boat, the volunteer side the little h......really bad year for that.
