Yes, this doesn't look like someone tried to fake a clipped planchet, like MP said someone was bored.

And it is "vise" job.

When I asked my English teacher how to pronounce vise last time, he said it's spelled vice, spelled differently in Canada and US?

Yes, vise is only used in American-English.

two words....vise is the tool that attaches to your work bench....vice is what police worry about

Actually, "vice versa" is not English at all. It is Latin. "vice" is used in English, both in England and North America with meanings related to bad behaviour while "vise" is the tool. "Vice" is regularly misused when "vise" is meant but rarely the other way around. (vice versa)
