Sort of hard to google the answer to this:

When did the RCM start using Sterling Silver for its annual proof sets in Nickels/Dimes/Quarters/Toonies?

Yes, 1996. The silver dollars became sterling silver in 1992 though. In the 2003-2006 sets the silver dollar is .9999 silver. In 2012 there was a proof set with all coins .9999 silver including the penny & loonie and another set where all the coins except the silver dollar were done in copper/nickel/brass. 2013 was just the all .9999 silver set and 2014 has both a completely .9999 silver set and a set where all the coins except the silver dollar are nickel/brass plated steel.

I don't mean to hijack this thread but what is the difference in purity and quality with Sterling Silver compared to the silver use in the Canadian Bullion Maple Leaf 1oz coins?

Sterling silver is 0.925 fine (or 92.5% silver), the silver Maple Leaf coins are 0.9999 fine (or 99.99%). The SMLs are considered "pure" silver while sterling silver pieces are a less pure alloy of silver and some other metal (usually copper).

If to refer to the "quality" something more than the milk-spots or some other minting issues, the "quality" is close to the "finish" (as I would understand it).

So, Sterling Silver (.925 purity) NCLT coins struck with BU or Proof Finish (probably also Proof like exist), while standard edition of SML annually struck with Specimen/Bullion finish (there are very thin parallel vertical lines on the coin surface).
The exceptions will be special editions, like:
1989 Proof SML
2001-2007 colorized SMLs
Privy SMLs with Reverse Proof (satin finish)
and for sure the new gen SML starting 2014 (radial finish)
