1961 Halfpenny Lathe Lines?

I found this halfpenny today and I am wondering if the concentric rings around the roo are lathe lines. They don't go through or over the roo so it appears they may have been on the planchet before the coin was struck. The lack of denticles and softly struck letters make me wonder if there is a strike error here as well. Does anyone know whats going on with this coin please?

This is a great find. It appears it would be in my opinion lines left in the process of making the die with the reduction lathes. looks like they may of had there sweep or rotation speed out of spec making the die.
