Well cra . . . . err . . . . well shoot. Brad, you started with the "carbon spots" and I believe you are right. Those are some dark spots. Looking at how the 35 did, I can't see that making a 65 coin.
I will pass this one to someone who needs a "64".
"needs" . . . . now isn't that an interesting term?
Though I really never considered CAC on a $100 piece. Hmmmmm . . . . thank you for that thought CTB.
But I get no enjoyment from simply buying a 65. Anyone with money can do that. I will find a raw piece, or perhaps an undergraded example such as I believe this one to be. I don't expect to win them all.
So thanks all for playing along, and helping me reach a decision.
This is where the fun is at!
By the way, does anyone else see a "65", or is it just me?

I'm thinking its only going to be a 64 whether the black junk is gone or not. The nail in the coffin is the scratch on the eagles breast.

will acetone have an affect on anything other than oils/grime? will it affect toning?

Coindog, that is the problem with these CSI photos. Every little mark just SCREAMS (sorry) at the camera.
Under halogen light and 10X eyewear that mark is nearly invisible. It is nearly completely lost in the crosshatching of the breastfeathers.
No mistake, it is there, but unless you already know it is there, I would be surprised if anyone (including ol' eagle eye grader) would see it.
