I'd say in the ms range, I don't see any wear on the high points. 63 sound about right. The lower two stars on the obverse right are weakly stuck and the corn on the back left is also a bit of a weak strike, but not terrible. Overall very nice looking coin and I like the toning. I think the '83s without cent are fairly common in MS, so I don't think there would be a huge price jump,from say 62 to 63 to 64.
