The pinwheel-like pattern of radial scratches is one I've seen many times before on vandalized coins.
Error coin writer and researcher.

If it was sanded its a great job because the rim is clean.

A dremel tool + a little time can produce, well the options or results can be endless works puzzlement. Thanks, Doug. PS PMD, the mint does not spin or grind planchets that I'm aware.
