If the coin has two heads is it a reverse brockage or obverse brockage? Thanks.

If it has two heads it's obverse brockage. Two tails then it's reverse brockage.

As for the NGC description

BROCKAGE of reverse. BROCKAGE on reverse. Completely opposite meaning.
