I would say MS64. The reverse is cleaner.

Grade each? Based on the images provided, I'm not comfortable offering a grade opinion. There is too much variation in the lighting for me to hope to accurately assess the surface condition of the coins. They could all be mint state, or one or two of them could be nice AU pieces. If you can provide clear, well-lit images of the coins out of the holders, you might get more responses from the knowledgeable folks who patrol these parts!

Appreciate you sharing this 1946 BTW set with us ... not often that any collector acquires all three of this date on a 'whim'. Curious if you are pursuing a set of the classic silver commemorative series ... if so you are on you way with this date/mm.  Concur with commems wise input ... grading coins by photo is very difficult ... and alas your images are not conducive to offering much educated support ... Best I can say ... likely MS, but possibly AU. Strike quality is evident by the original planchet chatter marks evident on the obverse portrait jaw bone area ... common strike weakness for the series. Humbly suggest that you remove the coins from the 2x2 and offer well lit photographs ... we'll do our best then to support your questions. David

First Replacement photo 1946 P Obvers The front of the coin is brilliantly toned. Rainbow colors, Cart wheel luster.  The back of this coin is fully silver, no spots or toning. again has the cartwheel luster.

third replacement photo. 1946 S obverse Again, beautiful white color, cartwheel luster.  1946 S Reverse This one has really cool toning, I hope you can see it on the back of this coin. What the camera isn't picking up is even with the toning, the untoned spots are brilliant white and lustrous

Likely all three coin are MS63/MS64MS65 ... I do not see any evidence of circulation wear.
Still wondering ... why the 'whim' to purchase this date/mm?

Nice set.
I used to consider the Columbus / Booker T / George Washington Carver / Stone Mountain / Monroe to be the cheap seats commemoratives based on their abundance and low costs in higher AU grades.
But when looking at sold prices for higher grade MS examples of all of them I was blown away by the jump in price.

I would concur on grade assessments in the MS-64 range; the "P" and "S" might even go a grade higher.

Nickelsearcher... I had been looking at it for awhile, and thought I might get a full year set of these. That was the whim.... Though after seeing responses from here on grades, I think I could have saved money buy graded coins off ebay.
