i see a lot of surface scratches on obverse. maybe it is cleaned.

Plenty of surface hairlines, probably excessively. Could be cleaned. Grades High AU.

This is pcgs graded ms61. Could the hairlines were on the planchets before the striking ?

On thaler coins or generally crown size coins graders are more indulgent.
If this coin was smaller I think it would be graded as surface cleaned-hairlines
