Mother in-law just died and I have her "United States Commemorative Gallery" State Quarters collection. It is a beautiful 26" x 19" framed display in the original shipping box.
How do I find a value for it?

Coins are worth about $20 for the full set if they are in perfect condition.

Frame is probably a liability since it will cost more to ship than it is worth and not many collectors want to wall mount their quarter set.

$15 to $20 sounds about right. Hate to think what your mother-in-law paid for them.
