Since they are a private mint offering. And there have been hundreds of different products offered from gas stations,Readers Digest,to the Franklin mint. You should look at the Google views of images for that subject. Since that is an older set with 32 medals, and the case is in rough shape it is more to the low side of the value. I know that I can pick up single president medals @ my LCS from the dollar/or less bins.
The value would be what somebody would want to pay for it. And as the google page shows any where from $19.99 and up.

As with a lot of items sold as collectors items, mass produced they real don't hold or increase in value.
A current example is the US mint plastic mint sets sold for about $12-15 by the mint. In the current value guides most of the recent ones are worth more spent then in the set. Retail pieces are about 1/2 of what they paid for them. My 86 year old mother is upset with the mint when she went to sell them and found out that they are worth!

Google "a coin History of our presidents" Make sure you put it in quotes. There are multiple images of your item.

Those type of sets where sold numerous times in any number of holders.
Without a clear photo of both sides it is hard to tell which set they are.
As to cases unless it is a high quality wood, glass and velvet case most of the other types of holders don't add anything to the value of the items.
And from the patina of the medals, they are a bronze/brass alloy.
Medals,or tokens, but not coins. Since only the Government can mint coinage that is in use.
They generally are called medals in the for sale adverts as it sounds better than token collection of US presidents. And yes they do call them coins even if it a lie, it does sound better.
