Post mint damage... these planchets, just like modern versions, were first punched, then put through an upset mill (rimming phase) to create Type 2 planchets. Even if it was struck through something or die adjustment strike of some sort, the rim would still be raised. Here, it is not. It looks like it was wet-sanded down on one side, and retoned with time. Perhaps it was once on its way to becoming a love token or something...
This sort of thing is stuff you find in a "junk bin", worth maybe 25-cents.
