I just got this coin from a 25 cent bin today, and I'm not at all sure as to what it is other than a rather old piece. Is this a coin from the 16th or 17th century Spanish Netherlands? The scepters crossing the crown and the name "Carlos" seem to ring of the Spanish Netherlands. Any help would be appreciated!

Looks like English King Charles farthing.
"Dipping" is not considered cleaning...

DBM- Wow! I couldn't be happier with that news. Might you have any links that could give me more information? I have done a google image search and have found some similar pieces, but none are rectangular. Any idea why mine is such a shape? Is it just clipped?
