im just curious about a high grade penny such as this one http://www.ebay.com/itm/1899-Canada...em566972fd17
it is graded ms63 red lacquered, if it wasnt lacquered would it bump up to ms 64 red? or would it still be ms63?

IMO it's a 63, lacquered or not.
"Dipping" is not considered cleaning...

It would still be an MS63. The lacquered comment means it's impaired though so wouldn't be worth full price.

Just wondering how an acetone bath would effect this coin.Would there be a positive or negative out come?

Clear coating with lacquer was a common practice in the old days to protect the surface - prevent tarnishing. Acetone bathing will dissolve the lacquer. Since it is removable, not sure why it would be thought (in modern times) that it is an impairment when in a previous era it was a measure of preservation.
