I can't say whether this coin was struck more than once. What I can say is that it was struck on top of a coin with a partial brockage. This generated a first-strike brockage and a first-strike partial counterbrockage on the outer face of the cupped coin. One of my favorite types of brockage-counterbrockage errors.
