I think it's one of these Spanish cobs, though IMHO it looks a bit too rough even for these. Could be a copper.
Don't know much about these so can't comment further, sorry.

Looks like a cob, based on the size, it's an 8 real cob. Looks like it's base metal, could be a contemporary counterfeit or just a modern tourist replica or copy.
