From the pics provided it looks like it was minted in Syria, Emesa, The place that saw a battle in 272 AD between the Romans and the Palmyrans. This would make it a Billon Tetradrachm of the period.

I stand to be corrected, but I think Heiropolis bi. tetradrachm, Sear 2947. (Greek Imperial Coins and their values - The Local Coinages of the Roman Empire).
