Can anyone say decisively if this coin is the two feather variety or just worn ?

I can see enough of a 3rd feather to say it's not a 2 feather variety in my opinion.
The 2 feather variety is made from over polishing the dies.

I concur with Waxemm. I've never seen these 2 feather varieties command much of a premium. Perhaps, they've done so in high grade?
