I would say yes. Very little wear on the ermine band of the crown and lots of luster left.
"Dipping" is not considered cleaning...

It looks AU to me but, I agree with doubleeagle, if sent to ICCS probably come back EF-40/45

Not too familiar with NFLD coins but I would say at least AU50.
