I noticed this on ebay and I not sure what region it comes from or any info on it. I know that gold bonds where issued in Germany in the 20's. Does anybody have any ideas on this? Any info would be greatly appreciated.

It's a guess but I think this comes under the category of Notgeld (emergency money) issued by the Bielefeld municipal savings bank.

It seems to be still in existence - see http://www.sparkasse-bielefeld.de

This is an example of Wertbestandiges notgeld. This was a short-lived type of notgeld issued in late 1923 that attempted to peg the value to the U.S. dollar.
