I was just wondering whether 15-20% is what I could get for bills or is that what a dealer would get?

dpends on serial number, FR , date , condition. Most star notes from recent years in circulated condition are worth face.

I was in a coin shop a while back and the dealer had two star notes on sale (together as a pair). They were a $1 star and $5 star...and he was selling them for $13...both were modern dated...is that unusual?
