Do you think this 1964 silver dollar will grade MS 65. I am not good at higher grade coins as I am looking at this one.

doctorman, First of all, you will need to post pictures WIHOUT any plastic in the picture. then, your pictures have to be so darn sharp and detailed before anyone could even attempt to say it might be MS--something. sorry to be so direct. But it is a fact.

And after that do you want US grading standards or Canadian grading standards?

Yeah, we need a little better pictures than that to grade MS with any accuracy. Nice looking dollar though, perhaps the missing dot variety (can't tell for certain with those pics).

Hard to tell from the pics, but looks to be a PL dollar and not a business strike. Nice dollar.

 Bring it to a coin show or dealer for in hand appraisal before submitting to a TPG.
"Dipping" is not considered cleaning... -from PCGS website

I agree PL with tarnished rim, I just put this one on the bay the mint packaging was faulty... 161439848494
