I must be missing something, but usually ebay listings only stay up for a few months, or am I incorrect? Why is this listing still available for viewing?

The difference might be because that is ebay Canada and not the US ebay. Possibly the other non US eBays allow the auctions to remain visible longer. The US ebay probably gets a LOT more listings and to save storage space they don't keep them as long.

After checking there seem to be two and a half times as many auctions listed in the coins category on the US ebay than there are on ebay.ca

It is not unusual for the non-US eBays to have different rules than the US ebay.
