What year is the one on the bottom? the weight is within variances (2.07) I am assuming this one is magnetic and not a silver coin (would weigh 2.3)

The rims could be worn down or the planchet didn't have enough metal in it for them to be raised all the way up. I would think it unlikely somebody would trouble to counterfeit a '68 dime.

Bottom coin is 1974 for comparing, both are magnetic, it seems 1968 is thin from other coins.

I do not think so, BKH. The coin looks to be heavily circulated and the rims are worndown.
