I came across this the other day and cannot find any info on it. I imagine it was done by a third party (retailer) but would like to find out more.

The pendant has a wreath like look to it rather then a ring look, I found this online and half way down th e page the bezels match.

I think it was recently done (rather then in 64) and sold from this site, take a look.

They are described as "Two tone [insert coin] with rope bezel".

A touristy thing, I think it would look kind of neat on a centennial nickel myself.
