I believe it's Tibet KM# 21.2. But the year and other informations about the coin is a great mystery to me. When I searched I found out that the coin has versions with errors and these versions are really valuable. I wonder can this be one of them?

By the omages I would say that it is a Sho 16-1 Ser-Khang mint, I have not the newest Krause my number is Y#21.3.
The bottom image is the wrong way round and the cycle number is difficult to read but the year is clearly 1.

and how come the year became 1 when the year format in the catalogue is alpha numeric such as BE15-54?!

Do not have the newer editions of Krause but use the Centennial Edition from 1991 (rarely pick up any post 1950s coin now).
They seem to have combined Y#21.2 and Y21.3 and slighlty rearranged the listings.
The difference between Y21.2 and Y21.3 in my edition is that in Y21.2 the lion looks straight up while in Y21.3 the lion looks diagonally up. And they also have added the 'BE' in front to make clear that it is the 'Bhuddist Era', which does not seem necessary, with only the Tibetans using this specific form of dating (ie by cycle and year within cycle). So, for your catalogue entries it would be BE16-1.
