Japanese Kanei Tsuho Sen Mother Coin ?

I saw this coin on ebay & they are saying it's a Mother (Bosen) coin for the Iron Kanei Tsuho Sen. The strike does look good for the most part but it looks like there are file marks on the edges inside the hole.

It also looks like it make have been in circulation which isn't uncommon but this coin is very questionable to me & coming from China doesn't help.

Anybody know Japanese coins that can give me an opinion? If it is real did I just give a good deal to someone else?

I have purchased several coins - both Chinese and Japanese - from this seller in the past year or so and have been very satisfied by both the authenticity & service provided. On his listing he does indicate that this coin has been cleaned.
