Recently when my sister returned home from a year long hospital stay, she found her home destroyed by her adult grandson she let live with her before her husband died. Anything of value was stolen and sold, jewelry, antiques, etc..
One of the items her grandson had removed and spent was the $2.00 Notes in brown holders.
Prior to her throwing out the holders, I asked her to send me some and I'll see what I can do with them.
I placed a $2 note in one to see what it would look like (it had a insert in the holder).

After giving it some thought, I decided to place a 2-note set (by year) of circulated "web" notes, 1988A,1993 & 1995. The last holder has a 1993 & 1995 note in it.

I have to admit that they look better then no holder at all, and surprised the BEP didn't take advantage of the "web-press" notes and package them for collectors...

Way to find a second life for those holders.

It's a shame that while your sister was in the hospital, that her grandson would steal from her. I couldn't imagine stealing from my own grandmother not even in my darkest hour would I have ever considered doing it.
