So I have seen those shrink wrapped rolls and never broke them open. Are they post ARP coins or are they a solid roll of that year's mint coins shipped out?
I want to pick up either mint state modern coins or mint rolled coins at face, are these the rolls I want?

It varies. Most of the time they're a new mint roll of coins. Once in a while they're all mixed year used MPPS coins that were re-rolled, contents are the same as the machine wrapped rolls. I've gotten both before.

Thanks slur, that is what I gathered from the search bar but wasn't sure. So far I have a nickel shrink roll for every year of this decade, is their a way to check them with out cutting them open? I just want to put a label on each one and Ziploc them out of sight.

I'm not sure if you can tell by looking at the rims. I had to open mine before I was sure it wasn't a mint roll. Perhaps the end coins will look more worn and the rims more beat up for circulated coin rolls but I don't think there's a 100% accurate way to tell.

Ok, I will bust a few open after carefully examining the rims and see if I can develop an eye for it.
So I assume you coin roll hunt? A few days ago you started an aviation theme sub thread that never quite got off the ground (pun totally intended) and mentioned you don't have a November millennium quarter. Never find one hunting? That was the first coin I thought of when I seen (saw?) that thread.

I used to roll hunt but no more now since I have way too many coins and way too little space and time. I live in a university dorm room now so not a lot of space and I do have a lot of stuff already even without the coins. I only roll hunted for a few months earlier this year and only got a few quarter rolls because they're $10 each.
Edit: The most often shrink-wrapped denomination I see are nickels.

You keep coins in a university dorm? I am back home until next academic year and I never would even think of keeping coins in my dorm room. Coming from the smallest town in New Brunswick I never even thought about locking my doors and them 200 hundred dollars walked off one day...

I always lock my door when I go out, even for only a few seconds. I also lock my door when I'm inside. I don't let people come in my room (which hasn't happened) unless I trust them and I still won't show them where any of the coins are. This is the only place I have in Canada, there's just no way I can ship 40kgs of coins to Jakarta.
Well, you learn about these things (read: crime) in Indonesia, in some areas you can't even walk about with your bag unzipped, or your mobile phone out, or wear gold jewellery... I've seen in person, someone ran to the middle of the road when the cars are stopped by a red light, and stole a side mirror of an expensive sedan and ran away.

I have received a lot of dimes wrapped in the plastic Saran Wrap thing, also pennies and nickels, I have seen a couple of quarters but not often. I would assume they are all of the same year, but as mentioned there's no way to prove it unless you open them.

The Canadian Mint shrink wraps their product. I'm a roll hunter, and every now and then I'll see an RCM box at my RBC main branch. Always a great chance to snap up some mint rolls at face value!
