It's a small tool mark. 1967 is a good year for those; you find them in various places on the reverse between the beads and the rim, as well as on the obverse. On your coin I don't think you have any on the reverse, but while it's hard to tell in your photograph, there should be a second fainter one off the back of the queen's neck, just below her hair. If you like this type of variety you can find quite a number of different ones from 1967, and should be able to pick up quite a good set.
