can any one tell me if this is a true error? coin came from a new roll of quarters

It could be roller damage - was this the end coin perhaps?

coin was in the middle of roll
there were 2 coins with this ring
it is the same size as the ring on back of coin

Counting and rolling machines are typically the cause of any circular damage seen on a coin, the bust on your coin also has severe abrasions as well.

One giveaway is the radial burnish marks; material swiped in a circular motion. Radial marks are in the same direction and parallel with each other. These might have been a couple quarters that ended up having a similar fate and lined up next to each other. Could be the same cause or different. Hard to say for sure. The outer mark is interesting though as it is so complete. Many a good coin has been destroyed by the rollers, counters, and turn-style crank levers (gumball machines). Keep up the hunt for errors: they are out there!
