Found these Three Cents in the junkbox. I don't care for the plastic wrap they are now in, but I didn't know if it had any meaning or added any value to the cents. Please advise.

I have not seen these personally, but perhaps these were early attempts at protection for collectors? These are after market sleeves of some sort

nice score on the 1929, imo it's a high nine as the top of it is above the straight line of the other 3 digits.

Not a high nine, high nine you look at the bottom, all of the numbers need to be on the same line, meaning the 9 rises above the top of the other numbers.

It was a fairly common practice for collectors to use that kind of cellophane to keep coins away from contact of the elements circa 1950s-1960s. Including the paper envelopes they were usually stored inside.
