My theory on appraising coins with surface condition problems such as cleaning, improper color, small pits, light scratches, hairlines and the likes is to imagine what grade the coin would get after being kept in a pocket for as long as it would take to remove the problem, then use that grade to look up the coin's value in Blue or Red Book, adding a 5% increase in value for the fact that the owner of the coin still has a "choice" whether to wear it down or not.

What do you guys think? Obviously, this would not work for coins that have problems transcending surface condition problems.

Sounds good, until you want to sell a coin.

Then everyone has a very limited imagination.
"Well, to get rid of all these problems, I could wear it down to PO-1."

Suddenly, their powers of imagination return:
"I might have a hole in my pocket, and the coin will fall, get run over by a car, then chewed on by my dog. I need to decrease the value by 10% as insurance."

I don't think imagination is of much use when grading or pricing coins.

Reasonable way to look at it. Cleaned coins might loose a grade while corrosion might drop to AG if it's bad enough.
I have never been a fan of corrosion or pitted coins but I can easily look past chemical cleaning if I need the coin for a hole in my album.

The Blue and Red Book are not price guides at least not realistic ones on FMV's.

Then holed coins should be free. to get rid of the problem, you have to wear the coin out of existence.
