Turning the image to horizontal I noticed that it appears to be deep die polishing in that area to cover a clash:

TIP OF THE DAY: Rotating images to make the devices horizontal is helpful to see what is really going on with a coin.

I found a 1968 cent with extra abrasion to cover a die clash that reduced the size of the device on the 1. So far this is the only one year know with that much abrasion. But I'm sure it happened other years. Another collector found another example from the same die.

I would keep it for an educational piece, but not a premium coin. I save in rolls unusual stuff like this in case I need images later on for a coin like this in question.
