I would not say that the C variant is always the rarest.
This is often but not always true.
Here some examples.
5 Dollar New York 1914 blue, the rarest variant is b. The C version is much easier to get.
5 Dollar Chicago 1914 blue, again I mean the b variant is much harder to find.
10 Dollar New York 1914 blue, the same situation. The b variant is harder to find.
Generally you're certainly right. The C variant is often harder to find.
Also interesting ( 1914, blue seal );
Mostly New York and Chicago are easier to get than other districts.
But this is also not always right.
$20 New York is harder to find than Boston, Philadelphia, Cleveland, Richmond or Chicago.
At $ 10 bill I have the impression that the Phily and the Frisco Districts are very common.
