Looks like a sanded coin. Take a Zincoln and rub it with sandpaper and you got a coin just like yours. Spendable

I see coins time-to-time that look like they get trapped between two moving surfaces. The obverse and reverse appear burnished or sanded. Oftentimes the rims are gone and higher relief missing.
