With that in mind, and if nobody else has mentioned it...Does that make the rim of the new gold dollars the obverse seeing that is where the date is located?

Probably...coins have three sides, after all. Never really liked that about then...edge lettering is one thing, but for dates and mint marks? No.

However, does anyone know what the legislation referred to as the obv and rev for the ATB Quarters? The same as the State ones, or?

In my opinion, they never sould've changed the reverse. I really like the eagle, and even though the State Quarters are cool it would've been better to just keep it the same.
