Would I be correct in thinking on account of the packaging that this was some sort of special RCM product (or a part of such)? I ask because I really don't know enough about collectible Canadian coinage, I don't see that there was a proof issue for this year, and besides, it doesn't look like a proof strike in any event.

It is cut from the PL set, they are quite common in dealer's
discount bins

yes it is often found in the bins of dealers... However a very nice addition to your collection. They are a good looking coin, whether it be a 1963, 64, 65, or 66.

I keep one of everything...... well that's not true either I would hold onto it for a trade coin.

If I were to get such a coin graded, what I get a PL grade or would I get a MS grade? To me, it's really hard to tell the difference.

Petersun the coin would be ICCS PL 64 or 65 and NOT MS as this is from a PL set and not a circulation strike. When you see these in the RCM pliofilm, what has usually happened is a dealer has cut up sets for the silver content or one of the coins had a superb Cameo and was sent in for grading. Dealer junk boxes have lots of cents and 5 cents from 1962-67 from these sets. Hope this helps!
