It is a contemporary counterfeit half penny usually called an evasion half penny. The design is altered from the standard coinage to avoid the law.

Can I read GEORIUS?
There is an english coin known with this error
http://www.britishcoingallery.com/2.html
(scroll down)
but that is an english coin.
The rest of the tekst does indeed not fit with the known irish coins.
Maybe a fake?
Can you read all the tekst on the coin?

It portrays to be Irish. But don't forget even the Regal mintworkers weren't the sharpest tools in the shed and there are spelling errors everywhere.

The legends on this variety read GLORIOVS III VES and HEBRIDES. The date should be 1781 for the examples I've seen catalogued.
