I got about 15 65-70 like this in a roll. Some are "S" mint. Here's a photo of one of the better with partial steps.

Thoughts on grade/value?

I misread your post, thinking '65S, that would be odd. Looks as if you ran across someone's
CRH saver stash. I'd go back for a few more rolls. War nics are generally saved separately.
